>> monarchy as an institution is in slight financial problem. the queen's money trouble? come on. why this trip in new york she's having a good time in new york, but new developments regarding her money troubles and even problems fixing up buckingham palace. more on the royal recession ahead. and we begin with the dangerous heat wave along the east coast where record breaking temperatures are expected today. heat warnings and advisories are up from virginia to new hampshire. temperatures are expected to soar over 100 degrees in some places, and that includes right here in new york city where the thermometer has not hit 100 since august 2001. the heat that moves in from the midwest is being blamed for one death in suburban detroit that happening over the weekend. meantime, part of lake shore drive in chicago actually buckled under the weight, if you will, of the heat over the weekend. it has been repaved and was open for rush hour traffic this morning. we have team coverage of today's

oppressive heat. ron allen is liveb for us in new york central park and kim cunningham is in atlanta. ron, i'll tell you, i walked 20 minutes and my head started spinning and the heat really catches up with you, especially in the city where you have these buildings and it seems just to be an oven. >> take a taxi next time, tamron. the way most people get around out here. it can be dangerous for the elderly and young people. some kids over there playing on a playground and they were there for only a brief time. day care centers and schools are being very careful about things like that. we can joke about the heat and complain about it because it is annoying, but you have to be very careful. here in the park, there are people out and people jogging and a team of bikers here a little while ago touring the park. most of the people who seem to be here are tourists or tour groups. people who had plans to be here and didn't want to cancel them. they're enduring it. last time we checked we were at 93 degrees and 40 degrees

humidity and chances are we will go higher because we are supposed to hit 100, if we do. it is just starting to bake and we're out here. one of the few days, i brought a towel to work. and i've used it a lot so far. >> reporters supply notebook and pen and towel on a day like this. now to the weather channel kim cunningham in atlanta. now, kim, everyone wants to know how long this heat will last. when will we get a break? >> i think i'll give you good news because by the end of the week we'll see a big change. over the next couple days we'll see temperatures come down a little bit. what everyone should know, too, with this whole heat wave we're starting to see humidity come up. temperatures will come down slightly and already 100 degrees in newark which is incredible and an area of low pressure that will back in along the coast and that will drop our temperatures slightly, but we still have the humidity, which will make it feel bad.

it's still going to feel oppressive and feel uncomfortable ask notice here as these temperatures by thursdays will be in the 90s. new york city upper 80s for you guys and we're talking about by the weekend temperatures back to more typical readings with a cold front coming through. hang in there, relief is on the way. humidity comes up in the next cup dales and that's something that we have to worry about, too. president obama and israel's prime minister are meeting that white house as we speak. prime minister netanyahu has already arrived at the white house for his fifth meeting with president obama. in just a little over a year. administration officials say the main focus of that meeting will be to restart direct talks between israel and the palestinians. both leaders are also expected to discuss israel's controversial blockade on the gaza strip and the deadly raid headed for gaza. msnbc political analyst richard wolff is standing by at the white house and, richard, our

team of political experts say that prime minister netanyahu and president obama walking in with the same goal all the while trying to mend their relationship. >> their relationship has been fraud but this is a chance for them to at least show the united front. the policy differences between them are not so apparent as all the background griping and moaning that has been going on. a lot in the press, of course. we'll see them having, taking some questions from the press after a one-on-one for an hour in the white house and then a working lunch. remember, some criticism last time around. the israeli prime minister didn't get to eat dinner with the president. this time they're going to have a working lunch with a broader party here. really behind the scenes is where the work is going on and in that sense the administration says there's progress going on in these proximity talks. >> richard, we know israel has revised its ban on the gaza strip allowing in now some key supplies but, still, i'm being told right now, richard.

we're looking at the video from minutes ago. prime minister netanyahu arriving at the white house and do we see it as an olive branch before this meeting with president obama? >> timing is critical and, obviously, international pressure on them regarding that, that raid that they had on the gaza flotilla, but what you're seeing here is that there is some movement towards relaxing restrictions on gaza, which is something the president has spoken out on before. so, there's movement there. the question is, how quickly can this administration move towards those direct talks? they say the gaps have narrowed, but that's still a very early phase of what is likely to be a very long path to a peace process. >> when you say the gaps have narrowed, depending on when the gap was going to start can measure how significant of a change we might see here. thank you very much, richard, appreciate it. vice president joe biden is now back in washington after a surprise weekend trip to iraq with his wife jill biden. the vice president met with top

american and iraqi officials during his three-day trip. my colleague andrea mitchell spoke exclusively with the sprpt about the exit day for the u.s. troops next july. >> this manufactured notion, this is a rush to the exits is just, even if you wanted to eliminate every troop, you couldn't possibly get the troops out in less than a period of long months and that's not the intention. here's the reason why that date's important. that date's important to say to the afghanis, you've got to step up. we cannot want peace and security in your country more than you want it. >> well, this was a vice president's fourth trip to iraq as vice president. and we turn now to developments on day 78 of the gulf oil disaster. officials confirm now the tar balls have washed ashore on beaches in galveston texas over the weekend and they say they're from the bp oil spill and that means oil is now reaching all

five gulf states. meantime, a storm system over southern louisiana is keeping skimmer boats ashore again today. and forecasters are keeping a close eye on weather low pressure system in the western caribbean that has the potential to developing into something more threatening. tom joins us from louisiana and most of those skimmer boats as we pointed out have been idle about a week now. the weather affecting the situation greatly now. >> yeah, tamron. last week it was hurricane alex and the remnants were putting everything on the sidelines here and here in louisiana off the coast of venice, they have been able to do some skimming over the past three or four days, but that has really been patchy. in mississippi, alabama has been sidelined. they lost almost five days of skimming last week. that's very critical to the containment of the oil. we flew over the spill site yesterday and while we were there we were able to get a

glimpse of the "a whale." it's a converted super tanker and a lot of potential to pull in millions of gallons of oily water a day and a lot of hype about it but the coast guard is backing off at this point because some of the tests for the "a whale" is inconclusive at this point. maneuverability is a key aspect because of this oil spill and how it is spread out. it's not one monolithic big blog. if that was the case, that "a whale" very effective. they say they need more time to run some trial runs for it. back to you, tamron. >> let me get more information on the tar balls found in texas. i saw one report indicating that the tar got to the waters on texas after it was stuck on boats. they're not sure if the tar balls made their way because of water currents to the shores of texas. >> yeah, there's a lot of uncertainty about that. they found about a bucket full of tar balls there and, again, as you had mentioned, they're really unsure if that drifted

more than 400 miles from the spill site over to the beaches of galveston or whether that comes off of a ship that was traveling through there. they're really uncertain at this point. what they do know is that it did come and originated from this oil spill. >> thank you, tom. and there is some real turmoil within the republican party today. probably don't have to tell you that. key gop leaders and lawmakers are just fuming over remarks by the chairman of the republican national committee about the war in afghanistan. it was just last friday video surfaced of michael steele's comments at a recent fund-raiser that took place in connecticut. >> this was a war of obama's choosing. this is not, this is not something the united states had actively prosecuted or wanted to engage in. not understood that, one thing

you don't do is engage in afghanistan because every, that has tried, 1,000 years of history, has failed. >> "washington post" reporter with us today, ann, interesting comments and the firestorm that followed. a lot of people wondering if michael steele can keep his job. what are you hearing? >> no indication at this point that he could lose his job. it takes a two-thirds vote under the buy laws to vote against him and vote him out. there has not been any movement so far to really make that happen. he will be out of his job next year anyway when his term expires. this will not last much longer but a great cry for him to resign under these comments and it's understandable why. i would say at this point that steele has weathered similar gaffes to this one and he has been written off to some parts of the republican party and i think people are just kind of waiting out his term and hoping

he doesn't say much more in the meantime. >> i want to play what lindsey graham said that john mccain offered up, here's what senator graham said on "face the nation." >> uninformed, unnecessary, untimed comment. if you are a student of history you would know that america cannot afford to allow afghanistan to go back into taliban control. this is not president obama's war, this is america's war. >> you know, it's interesting. you have on the other side, anne, ron paul of texas saying michael steele should not resign and republicans should stick by him. who's winning the war of public opinion on this debate with regarding michael steele? >> two things at play here. the factual inaccuracies in what michael steele said. obviously, this was not obama's war of choice. he did not launch the war, it was president bush. then there is the policy question of what the country

should do. certainly those in the republican party, ron paul being one of them that think we should not be in afghanistan. that is the debate that the republican party and the country should have. typically the rnc chairman is not the one setting that policy, especially lawmakers make among themselves. it's easy then to see why some of the republicans like senator graham are objecting to michael steele freelancing, in essence. >> some the people would call it something else. how might this affect midterm elections if the republicans are still trying to tamp down the storm that is michael steele? >> it's unclear whether anyone would vote on the basis. >> no, no, no, i think you're misunderstandi misunderstanding. i'm not asking -- if people are still not going to vote on michael steele but fighting with the republican party -- >> i was about to say, no one will vote on the basis of michael steele but the party itself can't raise money if

there's a distraction every week, if there's no unified strategy coming out of republican headquarters. then it does become difficult for them as a party to present the kind of united front that you need to really take back the majority. if you look in the previous times when minority parties have become majority parties specifically in 2004 and 2006 there hasn't been a gaffe machine at the helm and that's the big problem for republicans. in addition to sending a mixed message. >> always great to have you on, anne. thank you, we appreciate it. the funeral service is getting under way right now in suburban washington for senator robert byrd. is being held at memorial baptist church in arlington, virginia. the funeral follows last friday's memorial service tended by president obama and vice president biden. following today's funeral, senator byrd will be laid to rest in arlington cemetery next to his wife, irma. he passed away at the age of 92

welcome back. we want to show you something very interesting. we were talking about this heat wave across the northeast. take a look at the heat index. that's what it feels like to the

skin. 100 degrees. 100 degrees in new york. 101 newark and temperatures have not been seen like this for new york since 2001. people are battening down the hatch and staying inside and drinking water and keep cool where they can. look at washington, d.c., 101. heat index temperature. it is a scorcher and we hope it ends very soon. as early as today, moving on, the justice department is expected to sue the state of arizona over that controversial new immigration law. the law, which is supposed to take effect at the end of this month, has been sharply criticized by the president and, as well as attorney general eric holder. pete williams nbc justice correspondent joins us and, pete, let's start off with the argument that the federal government is making here. >> well, the federal judge will block this law before it ever goes into effect late this month. that's why the government hopes to file this lawsuit today to get it in court before the law takes effect. and what they'll argue, basically, federal law controls here that states cannot, on

their own, piece meal begin to enforce the federal law that, number one, the constitution prevents that because it says the federal law is the supreme law of the land. secondly, they say this cannot result in lack of uniformity and every state enforce immigration law slightly differently and the same theory that the federal law controls has been suck saidfully used by the federal government before. the bush administration, for example, sued the state of illinois two years ago when illoy sent a law to block employers from using everify to see if people applying for jobs were here legally. you can't have states enforcing federal law or preventing the enforcement of federal law and a federal judge agreed and last year blocked that state law in illino illinois. they hope to have the same kind of luck with similar luck in arizona. the state responds, tamron, and says that we're just trying to help here. the federal government can't handle the job and we'll pick up

the slack and we'll enforce the federal law just like the federal agents would. the federal government says state police just don't have the training to do this the same way the federal government does. >> pete, let's look at the clock here. as we mentioned, they could file this lawsuit as early as today, as we also pointed out, the law takes effect, the 129th at the end of the month. isn't that playing it close? signed by the republican governor of the state, jan brewer, back in april. >> under the state law, it takes effect within a certain number of days after it is passed. that's the reason for the late july date. that's standard procedure under arizona law. the government had hoped to file this a couple weeks ago and talk they might file it last week and what they'll do is ask a judge for a temporary restraining order to stop this law from going into effect and that will be the first step here. before they ever get to the merits they'll say to the judge, look, put this on hold. we need to straighten out whether this is a problem for

the federal government before this goes into effect. that is the first legal question here, tamron. >> interesting question, thank you, pete, for breaking it down for us. a judge could send actress lindsay lohan to jail for violating her probation. we'll get a look at what is happening in that courtroom. the latest developments. will she finally end up behind bars and will it end up somehow getting her some help? we want to know what you think of any of the stories that we're covering. companion howard k. stern. a judge ruled that the three will stand charges that they furnished drugs to an addict with other counts. the 24-year-old starlet is due in a los angeles courtroom in a few hours. she is going before a judge who will decide if her probation will be firminapermanently revo. courtney hazlett joins me now in studio. it's interesting because a lot of peep on the internet are saying that jail is the best place for lindsay so she can deal with these problems with addiction. >> if you talk to people close to lindsay lohan they say she's already cleaning up her act and she doesn't need anything that drastic. what will take place in the courtroom is the decision from the judge whether her probation will be revoked and that would happen because either she hasn't completed the alcohol education classes or because of that incident with her scram bracelet

going off several weeks back. i do believe that if lindsay can make a compelling altogether to the judge about why that bracelet went off, she will be just fine. everyone around her says she completed those alcohol education classes. however, if the judge revokes paro parole, she goes straight into custody. >> this bracelet is supposed to go off when you drink. what would be the possibility of it going off just as a malfunction? >> it is supposed to go off when you drink and supposed to go off when it's tampered with. it will go off a drink is spilled on it. if that's the argument, then, technically what i have been told from people within the manufacturing company is it can tell whether a drink is spilled on it and it is not your fault. we have no information. lindsay's attorney hasn't said anything and lindsay hasn't leaked anything other than i wasn't drinking. interesting today to see what the actual excuse was for that. >> courtney, thanks very much. i know you're going to come up and talk about pop culture

welcome back. temperatures are now in the 90s in washington, philly, new york, boston and else where. the thermometer is expected to hit 100 degrees in most of those places as the east coast bakes in a dangerous heat wave.

the weather channel mike seidel joins us live from washington. mike, good to see you. so what does the actual air temperature feel like there? >> well, right now at reagan national we're at 97 and it feels about 100. newark international, the first city in the country today to hit 100. of course, we'll do it in the deserts in the southwest. new york city 94 at central park and if it gets up to 100 today in central park the first triple-digit reading there in eight years and they've only done it 53 times since 1890. the big difference in the air mass today versus over the weekend. if you were outside, tamron, it was more of a dry heat. newark for the fourth of july, the humidity only 15% to 25%. those are values almost unheard of in july on the east coast. now things have changed and the air mass dirtied up and more humidity around and more dangerous today. heat index values will be

between 105 and 110. record here 103 and we'll probably tie that. new york city the record 101 we'll get close and newark 102. only two degrees away. >> and the hottest part of the day between 4:00 and 5:00 p.m. you deto the mathematics we'll have records today and the only thing saving us out here is we're under the shade of a big oak tree. that can keeping us out of that sunshine. >> people always talk about dry heat versus the humidity. for example, in washington, d.c., the humidity is stifling there. and it has to really like bear down on people. not everybody has an oak tree to go under and not everybody even has ac and that's why this is so dangerous. >> you wonder how they did it back in the old days, huh? before air conditioning. actually as i walked out here a few minutes ago i saw a couple joggers jogging in this. >> that's crazy. i don't want to lose weight that bad. >> as they say, the porch light is on and no one's home. not a good idea to do that on a day like today.

watching the thermometer go up and up and up to record highs. >> drink lots of water. authorities in missouri continue to look for a little girl, her name is alisa meiers. an amber alert issued and authorities say alisa was playing in her front yard with her brother when a black four of-door passenger car pulled up and someone inside took the child. her family is devastated, obviously. her great-grandmother spoke with reporters a short time ago. >> i can't, i can't picture anybody wanting to hurt some sweet little baby like that. >> for more on the story, the latest from louisiana, missouri, from our affiliate ryan dean. >> about 60 officers are here in louisiana, missouri, searching for 4-year-old alisa meier. you can see fbi employees here

laying down evidence markers. they have been here all morning long in front of the house where the 4-year-old went missing. she is described as three feet tall female 40 pounds last seen wearing a white t-shirt and blue jean shorts. her 5-year-old brother, actually, was playing in the front yard with her and went inside and told his parents that a man took alisa and put her in a black car and the description of the suspect is very vague. a white male, possibly late teens, early 20s. the volunteers are also here posting fliers of alisa. >> that was ryan dean, thanks for that report. the fbi is now joining the investigation. we'll have much more on this story. also, stamps, well, could be going up again. could be. the united states postal service plans to announce a new rate increase today in an effort to combat massive losses. the increase must be approved by the postal rate commission. the postal service may also propose ending saturday delivery

to save money. we heard a lot about that. that, though, would have to be approved by congress. queen elizabeth will visit new york city for the third time ever. the last time 1936, 35 years ago. the time before that, 1957, when she addressed the united nati nations. meanwhile her staff in london is working desperately to pinch pennies, may not be pennies but, anyway, michelle franzen is live for us in new york city and, michelle, we know that the queen will also go to ground zero to lay a wreath there. >> she will, her visit here, tamron, coincides coming off a nine-day trip in canada. and the heat will be following here in new york city, too. triple-digit temperatures here in new york city. she is set to arrive here and then early afternoon she will address leaders here at the united nations offering a message of peace and unity later this afternoon she travels down

to ground zero where, as you mentioned, she will lay a wreath and meet with 9/11 victims and family members and first responders of that day and then she will head over to hanover square. it's very popular with the british public in this area and they have dedicated a garden of remembrance for the 67 british citizens who died on that day, as well. a very whirlwind trip. five hours in all in the big apple. her husband is traveling with her and, as you mentioned, they are trying to pinch pounds or pennies, as we call them, because they're down to the last 25 million in public funds that could run out in the next couple of years. >> again, michelle, we were taking a look at some of the things in this royal budget. they cut back on her furnishing and some of her garden parties have gotten expensivexpensive. she lives on $50 million a year and some of that came from her own money, about $9 million.

>> it. they sort of combine the budgets and they have during these last years. the public cost of a royal family, $62.5 million. and this last fiscal year or 2008/2009 and then $57.8 million in this last fiscal year. so, they're trying to scale back a little bit and she originally had plans here in new york to span over a day or two. we don't know why she scaled those back because of her itinerary in canada or because of the heat here that she decided to keep it just within five hours. >> a spectacular five hours. michelle franzen, thank you very much. greatly appreciate it. thank you. well, look at this. these soldiers are taking their foot patrols to a new level and now they're an internet sensation. walking through the feats of in the west bank when they broke into a suddenly well choreographed dance. you don't do those kind of moves suddenly. it spread fast, but, guess what, their military superiors not

canada. that number starts with their wednesday midnight screening last week. it isn't the best opening for one of these twilight films -- oh, we just heard from the producer that lindsay lohan is in court right now and we are going to listen in. >> as far as i'm concerned, i would like to speak with these individuals before i call them to the stand, but if their lawyers are going to prohibit that then, your honor, i request that the court not consider anything from the program with respect to ms. lohan's performance in the program and find another program for ms. lohan, if they're not going to cooperate. i believe these sections do not apply to criminal proceedings and i'm not requesting any type of a record which would require a, some type of prognosis or diagnosis of treatment for the defendant. i have asked for records which show that she came to the program, which show that she actually sign under to the

program. i've asked for records to show that if she didn't show up every week who told her not to show up because this court specifically, on the phone, told the program she was required to show every week. >> all right. well, before we get to that, ms. holly, on behalf of your client, are you objecting to the documents being turned over to the people? >> i spoke with sherry marshall yesterday -- >> i just need to know whether you are objecting to it. >> well, that's a difficult question to answer and if you give me a moment i'd like to explain me. i spoke with sherry marshal yesterday who is the owner of the program. it's a family business. the program has been in existence for 32 years and never in 32 years of its existence has anything like this ever occurred. they are extremely concerned about the privacy rights not only of ms. lohan, but of all the other individuals that have an expec takz of privacy by

review it before coming out here. i would say a number of people, i would probably put hundreds if not thousands of people in drug programs before and they've always come to court to testify. it's never been an issue. they're not a doctor, it's not a doctor/patient privilege. they're not a doctor. they're a treatment center. i'm sorry, they're not even a treatment center. i can see the treatment center there might be more privacy, but they come to court and they testify because once someone is ordered to do treatment there's subject to cross-examination on how it goes. otherwise, a program could just send in a good report in every single case never to be questioned and we'd never know whether it was the report or not. you can't get the benefit without getting it subject to cross-examination. clearly, if the people had submitted a report that said it was a bad report from a program, you would want them here to cross examine. so, in ord oer for me to accept a hearsay document they're entitled to have a witness testify. but before we get to that, i

just want to know because if there is no claim of confidentiality, i don't even have to get to the point as to whether ilths it's a legitimate claim or not. i'm just asking you now, not for what anyone else told you or the sake of the program. each case is an individual case. the ruling of one case is not the ruling of all cases. i am asking you now whether you are objecting to the information being turned over to the district attorney. >> i am not objecting because everything in the file is positive. >> that's fine, if you're not objecting, then there's no privacy right for me to get to. i ordered them to turn it over because even if there were a priveses right, which i haven't ruled there is, even if there were, if the person subject to the privacy in your estimation doesn't claim it, it's waived and turned it over immediately. give everything to miss myers and she can go through that before she has the witness testify.

welcome back. involving a portland mom that has been questioned in the disappearance of her 7-year-old stepson. kyron horman has been missing for more than a month and terri horman was the last person to see him and now a local paper is reporting that she allegedly tried to hire a hitman to kill her husband, kyron's father. authorities are not commenting on that report. nbc's miguel joins us live from portland, oregon. miguel, what else can you tell us about this report and at least what the paper says happened here? >> well, tamron, it's important to mention that terri horman last saw her stepson when she dropped him off at school a little over a month ago. terri has denied allegation s

that she was involved in the murder for hire plot against kyron's father. roughly six to seven months police have confirmed that terri horman tried to hire a family la landscaper to kill horman for a. police went under cover but terri horman, quote, shut down the conversation. she was later questioned about this but denied the plot. after he learned of the plot, he went out of the home, took the 1-year-old daughter and filed a restraining order. terri horman has never been named a suspect in the case, but kyron's parents say she has not been cooperating with investigators. kyron is still alive. we pray each day for kyron. we implore terri horman to fully cooperate with the investigators to bring kai ryron home.
